Primary Purpose An employee in this class performs appraisal work in determining the taxable value of real property (site and Structure) in the County for tax purposes. Under general supervision, performs technical work in mass appraisal of real property including new construction, additions, existing properties, vacant lots, and farmland for tax assessment purposes. Work involves contacting property owners, inspecting properties, sketching layouts of structures and determining the size, type of construction, grade of materials, quality of workmanship, taking photographs of the real and personal property and other related appraisal data needed to arrive at the taxable value. Employee is also responsible for valuing and pricing lots, subdivisions, land splits, and assisting with the Present Use Value program. Employee will utilize CAMA software to input and analyze data. Work involves heavy public relations when assisting taxpayers with listing, answering questions regarding appraisals, billing, and mapping.
Essential Functions Appraises residential dwellings; determines exterior and interior dimensions of dwellings including the foundation, exterior walls, type of roofing, number of rooms, basement area, interior finish, and type of insulation, heating and air conditioning; determines functional and physical depreciation of the structure; and determines the grade of the dwelling according to a predetermined scale.
Studies building plans, information pertaining to sales, and specifications to obtain data regarding size, type of construction, and other factors which affect property value.
Prepares field cards on each site, listing name, type of construction, and map number or location.
Appraises lots in subdivisions or other land slits; measures area to obtain footage or acreage; considers features of the land and investigates selling price of similar property to determine market value; uses a variety of Tax Office records to obtain data concerning location, owner, and dimensions of property.
Assists interested persons in obtaining data concerning property locations and ownership, assessed value of property, and other information.
Resolves new construction and land value complaints; assists taxpayers in correcting records of real property listening; list in detail all changes made on property records cards and makes entries onto transfer cards.
Assists in maintaining Present Use Value program within Craven County and communicates the program effectively with interested persons.
Reviews appraisals and determines whether or not assessments should be modified.
Makes recommendations to Board of Equalization and Review and Boards of Appeals.
Minimum Education and Experience Graduation from high school, supplemented by special training in real property assessing. Two years experience in real property appraisal work; or an equivalent combination of experience and training.
Must have a valid North Carolina Driver's license and a good driving record.
Special Requirements
Must attain certification as a tax appraiser by the Local Government Division of the North Carolina Department of Revenue within one year of being assigned duties as a tax appraiser.
Knowledge, Skills, and Abilities
Considerable knowledge of principles, practices, and techniques used in real property appraisal work.
Considerable knowledge of current construction costs, including building materials and land value.
Considerable knowledge of the geographical layout of the County.
Working knowledge of the methods and procedures of the County Assessor Department's appraisal division.
Skill in appraising real property.
Ability to read and understand building construction plans and specifications.
Ability to deal courteously, tactfully, and firmly with the general public.
Ability to make accurate computations with or without a calculator.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Additional Information Performs related work as required.
May be required to serve during times of disaster.

Disability Insurance Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.
North Carolina Local Governmental Employees' Retirement System Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.
NC401k Craven County contributes 2% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 3%.
Annual Leave Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.
- Less than two years of service earns 10 days per year.
- Two but less than five years of service earns 12 days per year.
- Five but less than 10 years of service earns 15 days per year.
- 10 but less than 20 years of service earns 18 days per year.
- 20 or more years of service earns 20 days per year.
Sick Leave Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.
Paid Holidays County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.
Longevity Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.
Merit Program Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.
Supplemental Benefits County employees are also offered a variety of supplemental benefits to select at their own expense such as Life Insurance, Vision Insurance, Flexible Spending Accounts, Critical Care policies, Cancer policies, Long-term Care policies, Hospitalization policies, 457b Deferred Compensation Plan and Aflac.
